Sr. Ministro de Estado da Cultura Juca Ferreira Senhor Ministro, Os servidores da Funarte, por deliberação da Assembléia Geral realizada em 23 de setembro de 2008, vêm, por intermédio de sua Associação, relatar a V. S. questões relativas à situação caótica que essa Fundação atravessa. A Funarte vive o pior momento de sua história. A atual gestão tem-se mostrado extremamente autoritária, criando um clima de intimidação e desrespeito para com os servidores, que nunca foram tão aviltados e desconsiderados em suas competências. Tal autoritarismo se reflete também na brutal centralização das decisões, das mais simples às mais complexas, e na rigidez hierárquica. Não há diálogo ou discussão com o corpo técnico a respeito dos programas e ações da instituição. Ao contrário, o que existe é uma total desconsideração das sugestões e análises apresentadas. Os diretores e coordenadores também não possuem nenhuma autonomia para desenvolver suas atividades. Os conflitos são tão grandes que mais de 20 servidores já foram exonerados de cargos comissionados por incompatibilidades várias com a Direção da Casa. Alguns permanecem com sua situação profissional indefinida, visto que ainda não foram redistribuídos, removidos ou devidamente aproveitados nos setores onde estão lotados. Aliás, esta situação não afeta somente os funcionários exonerados. Vários grupos de artistas e produtores culturais também têm demonstrado sua insatisfação por não conseguir estabelecer diálogo com a Direção do órgão, muito menos participar da elaboração de políticas e programas para os segmentos em que atuam. Sem interlocução com funcionários, artistas e com a sociedade, o Presidente e o Diretor Executivo levam a Funarte a uma atuação pífia, muito aquém de suas potencialidades. Constatamos que a Instituição não vem desempenhando a contento as funções para as quais foi criada. Em vez de “formular, promover e fomentar programas, projetos e atividades voltadas para as suas áreas de atuação” (conforme estabelece seu Estatuto), a Funarte está praticamente reduzida à condição de mera repassadora de verbas, tentando conceder prêmios e bolsas por meio de editais mal elaborados. Em relação às atuais diretrizes, destacamos os seguintes equívocos: 1. Extinção ou descaracterização de programas e projetos bem sucedidos, tais como: Conexão de Artes Visuais, Prêmio Projéteis de Arte Contemporânea, Arte Sem Barreiras, Câmaras Setoriais, sem esquecer o caso emblemático do Projeto Pixinguinha; 2. Concepção deformada da idéia de ação nacional, substituída por uma “estadualização” na qual a Funarte desempenha o papel que cabe às Secretarias Estaduais e, mesmo, Municipais de Cultura. As Secretarias, por sua vez, acabam sendo ignoradas neste novo formato de atuação, afastadas da participação em projetos que antes contavam com a sua parceria, como o Programa Nacional Bandas de Música e o Projeto Pixinguinha; 3. Desarticulação de uma política de circulação nacional de artistas e técnicos, ainda em função da referida “estadualização”; 4. Ausência de uma política coerente de ocupação dos espaços culturais da Fundação. Ao mesmo tempo em que teatros e salas encontram-se fechados, alguns em estado precário, a Funarte prepara-se para comprar e reformar novo teatro em São Paulo. Especificamente em relação ao Pronac/Funarte, denunciamos o estrangulamento de suas atividades no período de março de 2007 a fevereiro de 2008, quando sete dos 11 pareceristas ad hoc do setor não foram recontratados por obstrução da Direção da Funarte. Em conseqüência, houve atraso na análise de mais de 2.000 projetos da Lei Rouanet, levando o caos à produção cultural no país. É improcedente a alegação de que o acúmulo de projetos por analisar tenha sido causado pela greve dos servidores em 2007. Recentemente, o Ministério da Cultura ofereceu, no Rio de Janeiro, um curso para formação de pareceristas da Lei Rouanet, destinado a servidores de suas várias instituições. A Direção Executiva da Funarte sonegou a informação acerca da existência do curso, contrariando diretriz do próprio Ministério e comprometendo o aperfeiçoamento de seu corpo funcional. Não só deixou de indicar servidores, como impediu, verbalmente, essa participação. Aliás, essa é uma tática bastante usada por essa autoridade: dar ordens verbais, sem assinar documentos, comprometendo o princípio da transparência na Administração Pública. Com relação aos Editais lançados a partir de agosto, cabe dizer que são confusos, mal redigidos, contêm exigências absurdas e vários equívocos, além de cláusulas cuja legalidade pode ser questionada, pois ferem princípios da Lei 8.666. Até mesmo os técnicos e demais funcionários têm dificuldade de compreendê-los para dar conta das inúmeras dúvidas e reclamações pertinentes que chegam diariamente à Funarte. Diante desse quadro, manifestamos nosso total repúdio à calamitosa gestão Celso Frateschi/Pedro Braz e esperamos sinceramente a solução deste grave problema, com a implantação de uma gestão participativa e democrática na Funarte, de acordo com os princípios que orientam este Ministério. Key questions include: How do social arrangements of new technologies shape aspects of "identity," including ethnicity, race, gender, sexualities, and class? How does the diffusion of new technologies affect power relations? How do human/machine relationships contribute to new expressive cultures? The conference will feature three research strains: (1) Afrofuturism (how culture and technology frame African American experiences); (2) Identities and the Internet; (3) Technology and Culture before the Information Age. CESA/MAASA invites anyone interested in these and all related topics to submit proposals for 20-minute paper presentations, panels, or "hands-on" workshops. WORKSHOPS will focus on and showcase an "artifact" (e.g., movie, Internet sites, TV show, documentary, comic book pages, radio broadcast, art exhibition, historic site). Immediately following the artifact experience, facilitators will lead a discussion. A screen from Met Player, a new online service from the Metropolitan Opera. Met Player, as the service is called, will be available through the Met's Web site, metopera.org. At its inauguration, on the 125th anniversary of the Met's first show, users will be able to choose from 13 high-definition video performances, 37 standard video recordings and 120 audio broadcasts dating to 1937. The company said it planned to add performances regularly, drawing on its vast historical archives and its continuing high-definition broadcasts. The catalog features classics like a "Lucia di Lammermoor" performance with Joan Sutherland and one with Maria Callas; a "Walküre" with Birgit Nilsson as Brünnhilde; a "Trovatore" with Leontyne Price and Franco Corelli; and a "Carmen" with Rosa Ponselle, in one of her rare full-length recorded performances. More recently, there are the "Tristan und Isolde" with Deborah Voigt and Robert Dean Smith, conducted by James Levine, and "I Puritani" with Anna Netrebko, each in high definition. For $3.99 or $4.99 per streamed opera, users will have a six-hour window in which to listen to or watch a production, once it has started. A monthly subscription for $14.99 brings unlimited streaming, while a yearly subscription costs $149.99. The technical demands are relatively substantial for the high-definition videos and what the Met calls "optimal" performance: a broadband connection, naturally, as well as a fast processor (2.0 GHz Dual Core) and one gigabyte of RAM. Computers less than two years old are recommended. Peter Gelb, the Met's general manager, has pushed hard to extend the Met's performances into the electronic realm. The company provides regular live transmissions of performances to movie theaters, has a channel on Sirius Satellite Radio and provides one live streaming a week. Other opera houses have followed suit to one degree or another: the Bayreuth Festival offered a live streaming of "Die Meistersinger von Nürnberg" last summer; the Royal Opera House in London has a free streamed "Don Giovanni" available; and the San Francisco Opera provides a few excerpts from its productions. But the Met's on-demand streaming effort appears to be the most extensive of any house. In a recent try-out offered ahead of time by the Met, the service functioned well, despite a few glitches. First, users must log on and download the player. Several times during the trial an attempt to stream a 2007 high-definition performance of "Il Barbiere di Siviglia" hiccupped and caused the browser to close. But the process worked on the next try. The sound was clear and rich, and the video sharp. Dragging a cursor over the titles on the catalog page brought pop-up synopses, but the text bled into the rest of the screen, making it illegible. A Met official said the browser or the computer being used, a relatively new model, was at fault. The site's search mechanism was also clumsy, and the subtitles could not be extinguished. The Met said future versions of the player would probably improve those matters. The player allows users to choose tracks, mark favorite operas, fast-forward or backward and put the image into full-screen mode. With the current emphasis on digitisation and the preservation of the original carriers of audiovisual materials, it could be easy to forget the importance of improving the discovery of, and access to, the content itself. Yet the bibliographic control of AVM has never been more important $F6 or more difficult. The first one hundred years of AVM have seen the introduction and obsolescence of a vast range of media technologies, yet new technologies are coming onto the scene at an ever-increasing rate, each posing new cataloguing problems. Meanwhile, in the world of bibliographic control, new developments such as digitisation, the convergence of libraries with museums, and Web 2.0 with its increasing focus on the user, have contributed to the formulation of a range of new conceptual standards, frameworks and methodologies, including Functional Requirements for Bibliographical Records (FRBR), the consolidated International Standard Bibliographic Description (ISBD), the report on Metadata for Digital Objects, and new developments in the fields of Classification and Indexing. Some of the trends seem to contradict each other, eg mapping the relationship between separate documents (film of the book, storyboard, poster etc), versus individual cataloguing of multiple content (images, text, movie etc) on a single carrier, or multiple sound-tracks on a single movie, through shot-by-shot indexing of movies, to disaggregation of digital materials into reusable Learning Objects. Organisational change, also, affects parts of the AVM world: many specialised AVM archives are being absorbed into more general institutions, and the merging of catalogues created from such different points of view poses its own challenges. Trying to retain control when change is so rapid, contradictory and unpredictable has been likened to $E3herding cats in a dust-storm$E4! The time is right for a conference session, following on from the IFLA sessions of 2008 - $E3Rethinking Access to Information$E4 (Boston satellite), $E3Resource Description and Access: Foundations, changes and implementation$E4 (Québec satellite) and $E3New challenges in bibliographic control$E4 (Québec congress) $F6 but dedicated to the Bibliographic Control of AVM. Chers collègues, Comme vous le savez sans doute déjà, à la suite d'une défaillance technique de l'alimentation électrique du bâtiment 2 rue Louvois, le département de la Musique, la Société française de photographie, l'Institut de recherche sur le patrimone musical en France, les bureaux de la Société française de musicologie et le centre Debussy sont provisoirement fermés à compter du 25 octobre 2008. Une réunion de crise s'est tenue ce matin salle Labrouste à la BnF, en présence de l'IRPMF, la SFM, la SFP et le centre Debussy. Nous avons eu confirmation d'un repli des services du département de musique de la BnF et des institutions hébergées sur la salle Labrouste pour une durée évaluée à cinq mois. Le déménagement des services et des institutions hébergées devrait se faire après le 3 novembre. La consultation des ressources de l'IRPMF n'est pas envisagée pendant la fermeture du site Louvois. Le numéro de téléphone de crise 01.53.79.37.36 et le courriel musique em bnf.fr remplacent le service public de la salle de lecture. Conservateurs et bibliothécaires devraient diriger dans la mesure du possible les lecteurs vers d'autres ressources parisiennes, et il est vivement souhaitable que les enseignants contribuent à cette réorganisation temporaire. Dans un deuxième temps, les 30000 microformes du département de la musique, les microfiches des fichiers papier et quelques usuels ciblés seront accessibles aux lecteurs salle Ovale (ancienne salle des périodiques, actuelle salle de références Richelieu). Une troisième étape projetée mais non confirmée, consisterait à communiquer certaines collections 'prioritaires' dans des conditions restreintes, lorsque l'accès rue Louvois redeviendra possible pour les magasiniers. On ignore tout des délais concernant les commandes de reproductions. La BnF précisera officiellement ces premières informations dans les prochains jours. En ce qui concerne l'IRPMF, merci de bien vouloir nous contacter, au cours des jours ou des semaines qui viennent, de la manière suivante : N'utiliser aucune ligne téléphonique de l'IRPMF cette semaine. N'utiliser aucune adresse électronique "nom.cnrs em bnf.fr", mais les adresses personnelles des chercheurs. Recent works have underlined the complex ways in which musicians engaged with power under dictatorships, deemed as monolithic. Thus, the description of censorship, allegiance and dissension mechanisms, and of the breaks and continuities produced between regimes, will show the multiplicity of negotiation and consensus-seeking processes. In the absence of political freedom, these processes guaranteed the continuity of an often intense and creative musical life. Even in the darkest hours of 20th century history, music never ceased to sound. This conference will focus on the works inspired and promoted by dictatorial state apparatuses. Even when not imposing aesthetic standards, dictatorships favoured certain kinds of music: occasional commemorative or celebrative works, patriotic or militant hymns, military marches, etc. In addition, modern dictatorial states have devised and implemented prize-awarding and commissioning policies aimed at consolidating the status of certain genres as institutionalised forms of political and social order. Leaning on specific case studies, we will also discuss different approaches to this repertoire: can we broadly label it "State music"? Are there any similarities or constants in music production across different dictatorships? What have been the discourses and practices implemented and how did listeners react to them? Can we agree a set of stylistic features, or are they context-contingent? The conference will encourage multidisciplinary approaches (cultural history, sociology of music, music analysis) and comparative research, and will welcome contributions on diverse historical and geographical locales, particularly Interwar Europe, Eastern bloc and Maoist China, or Latin American dictatorships of the 60s and 70s. Papers (in French or in English) should last 20 minutes. Abstracts (300 words) and CVs must be submitted by 31 January 2009.
