After a first reduction of IMEB’s subsidy in 2008 and a second in 2009 amounting to 32% of the total budget, the delegation of the Ministry in the Region Centre (DRAC), without consulting the other institutional partners contributing to the subsidy, has expressed its firm intention to close IMEB, a National Center of Musical Creation at Bourges (imeb.net).

If the reduction in funds by the DRAC is not cancelled within the next days, the closing of IMEB will be unavoidable before the end of 2009.

We ask that our colleagues, composers, musicians, all those implicated in culture in all countries, sign the petition to be found at this address and by so doing protest against this unacceptable decision and affirm your desire to see IMEB continue its activities.

The petition and signatures will be sent daily to the Ministry of Culture, but also to the Presidents of the Regional Council and the General Council, in the hope that the support and the subsidies to IMEB will be continued and increased.

SIGN THE PETITION

Dear Sir,

We, the undersigned, have just learned that IMEB is strongly in danger of being closed because of an important reduction of its subsidies decided by the Regional Direction of Cultural Affairs DRAC representing the French Ministry of Culture.

We are shocked and appalled at this decision. We have all benefited immeasurably from the manifold activities of the IMEB and cannot imagine that this internationally renowned institution should willfully be destroyed.

We call to your attention some of the IMEB’s most important activities over the last 40 years:

—The performance of works by countless composers at the annual Festival « Synthese »,

—The Bourges Competition for electroacoustic music, the oldest, largest and best-known of its kind in the world, which has been of the greatest importance to the professional careers of many composers,

—The hundreds of compositions realized in the IMEB studios by composers from all over the world,

—The project of passing its immense archive of more than 15,000 works and documents from 70 countries to the Bibliothèque Nationale de France with the collaboration of UNESCO.

IMEB is a center of the greatest importance as a center of almost mythical importance for the exchange of knowledge and information and for reflection about essential issues in electroacoustic music. The activities mentioned above are emblematic both of the Institute's sense of service to the community of electroacoustic music and of its concern for the fragile heritage of our art. 

We are most concerned about the fate of IMEB. We ask you to do everything in your power to reverse the decision of the DRAC Centre and to assure the IMEB of continuing financial and institutional support in the future.

Après un premier désengagement suivi d’un second en 2009 portant sur 32% de sa subvention, la délégation du Ministère en région (DRAC), sans accord avec les autres partenaires institutionnels, a exprimé en troisième étape sa ferme détermination pour fermer l’IMEB, Centre National de Création Musicale à Bourges (imeb.net).

Si la diminution financière de la DRAC n’est pas annulée dans les jours à venir, la fermeture de l’IMEB sera inéluctable d’ici fin 2009.

Nous vous demandons, collègues créateurs, musiciens, acteurs culturels de tous pays, comme signataires de la pétition, de vous élever contre cette décision inacceptable et d’affirmer votre volonté de voir l’IMEB poursuivre ses activités, 

Cette pétition sera transmise jour après jour à Monsieur le Ministre de la Culture, afin qu’il annule les dispositions entraînant la fermeture de l’IMEB et qu’il engage les moyens nécessaires pour en garantir la continuité. La pétition sera également adressée à Messieurs les Présidents des Conseils Régional et Général, afin que ceux-ci confortent leurs soutiens et subventionnements actuels à l’IMEB.

Monsieur le Ministre, 

Nous soussignés venons d’apprendre que l’IMEB est gravement menacé d’une fermeture imminente en raison d’une importante réduction de la subvention du Ministère de la Culture français.

Nous sommes choqués et faisons appel de cette condamnation. Nous ne pouvons imaginer que cette institution internationalement reconnue soit délibérément anéantie.

Brièvement nous soulignerons de ses activités poursuivies depuis 40 ans: 

—la diffusion au Festival « Synthèse » des musiques d’innombrables compositeurs,

—la contribution au développement de la carrière professionnelle de compositeurs tellement nombreux par le Concours de Bourges internationalement renommé et le plus ancien,

—l’accueil en résidence pour création musicale dans ses fameux studios de centaines de compositeurs, français et étrangers,

—Le projet en cours de pérennisation du très riche patrimoine musical qu’il a constitué (15 000 œuvres en provenance de 70 pays) mené en collaboration avec la Bibliothèque Nationale de France et l’UNESCO.

Il en résulte que l’IMEB est devenu, au cours des années, un centre d’importance et de résonance quasi légendaire, au service de la création, non seulement au niveau individuel pour chaque compositeur, mais tout autant pour la valorisation, la circulation et l’échange des œuvres et des connaissances de même que son constant engagement en faveur de la musique électroacoustique

Nous sommes tous très concernés par l’avenir de l’IMEB. Nous vous demandons de faire ce qui est en votre pouvoir pour annuler la décision de la DRAC et assurer l’IMEB d’une continuité financière dans le futur.
